Dato’ Norhalim is the Chief Executive Officer of Malaysian Technology Development
Corporation (MTDC). MTDC is a wholly owned subsidiary of Khazanah Nasional Berhad, the investment arm of the Malaysian Government.
As the CEO of MTDC, he has extensive experience in the commercialisation of public sector universities’ research results, early stage technology ventures, innovation policy development and fund management. He is one of the pioneers in the commercialisation of R&D results from public universities/research institutes in Malaysia and has played many roles related to the overall development of the Malaysian technology commercialisation ecosystem; as a venture capital fund manager, government fund manager, incubator manager and as industry expert in various public sector innovation-related committees for the past 30 years.
Industry4WRD, Malaysia’s national policy for Industry 4.0 (“i4.0”) and Malaysia’s National 4IR Policy were launched with the aim at transforming Malaysia’s industries to be smart, systematic and resilient. This presents a rare opportunity for government-affiliated institution like Malaysian Technology Development Corporation (“MTDC”) to manoeuvre and execute programmes vis-a-vis SME companies’ unwillingness to embrace i4.0 / 4IR technologies.
The MTDC’s Centre of Nine (9) Pillars (“Co9P”), a community-based entity was established to help nurture new technologies and innovations which will help accelerate scaling-up for SMEs. It also established to support the Industry4WRD and National 4IR Policy; to grow local companies as technology solution providers, facilitate technology adoption activities between solution providers and SMEs, reduce the dependency on foreign technologies and accelerate the creation of locally-developed technologies.
The purpose of this presentation is to highlight MTDC’s Co9P concept and the case study of Co9P companies working together as a consortium to mitigate/manage Covid-19, enabling Malaysia’s National Entrepreneurship Policy 2030, in an effort to build local technology solution providers and facilitate technology adoption activities among SMEs.
